Waikato Innovation Park currently resides within the Waikato District Council and has its own distinct planning zone. This allows for greater flexibility of on-site development and in many instances can allow building projects to proceed directly to building consent stage without the added complications experienced by other development locations.

In 2010 Waikato Innovation Park, along with a large portion of Ruakura, will transfer from Waikato District Council jurisdiction to that of Hamilton City Council. Under the umbrella of the Hamilton Urban Growth Strategy (HUGS) a new 'innovation precinct' will be formed across Ruakura. This area will specialise in research, innovation and high-technology businesses. By integrating Waikato Innovation Park, the research facilities at AgResearch and the University of Waikato, and complementary industrial development, a new leading science/business precinct will be created. This new precinct will support the city’s long term capability in the food, ag-bio and agri-tech sectors as well as attracting related high-tech businesses to the city.
